Are s in the UK more civilized?

Here in the US, I have neighbors who are complete hogs. They have two large labrador retrievers who they let poop in my yard, they have keg parties after their nightly softball games that are frequented by a motorcycle gang called "s on Bikes." I am worried about my property value and I am thinking of moving to the UK, but only if the s are more civilized. What do you think?
