Do i have the right to be upset if my husband doesn't want to get a vasectomy?

i have 3 kids already (8,3,2) and have used the mini pill, copper iud, nuva ring, mirena, regular pill and back on the nuva ring again. the reason i've changed so many times is because all the side effects these contraceptives have, i get them all so basically none have been working out good for me. we don't want to have kids anymore and i guess my only option is to get my tubes tied. i suggested to my husband to get a vasectomy and without any hesitation said hell no! end of discussion. i don't mind if he's scared but to answer like that and make me go through all that i did and not even consider my feelings and at least do the research before he say anything is what upsets me. am i over reacting?
