You didn't say if you are a US or Citizen or not. You usually have to have an El Salvador birth certificate to obtain a Doento Unico de Identidad but if you were born in the US and your parents didn't elect to obtain a US citizenship for you I think you would be eligible for an El Salvador identity. .
