Does anyone know which president has signed the most "Executive Orders" ?

What did you do, just fabricate your stats? Or, did you have some right-wing talk show idiot like Michael Savage fabricate them for you? George W. Bush issued 288 executive orders, compared with 363 for Bill Clinton, and 380 for Ronald Reagan. Jimmy Carter issued 319 in just four years, while Richard Nixon issued the most in recent history - 481. Herbert Hoover issued nearly 1000 in his four disastrous years. But, the most in history, by far, and not surprising because of the length of his Presidency and because he was President both during the New Deal and WW II, was FDR at 3466.
