Is a parole violation a criminal offense?

...or is it just a plain violation of terms that enacts a judicial response? Would the same rules apply to being an 'accomplice' to a parole violation (such as, drinking a beer w/ the parolee if he was not allowed to drink, or cleaning off his computer if he wasn't supposed to have it)?
